Fusion Packs 15 allow you to select 2 units with the same rarity (4★s, 5★, 6★ or 7★), and fuse them together (using Mobacoins / Fanta Pts) for a chance at a different unit with the same rarity or higher.
Fusion Packs 15 introduces no new 9★. Fusing is not a guarantee and only grants a chance at receiving the unit. Each subsequent Fusion Pack may also include the chance to Fuse units released in previous Fusion Packs.
Although Fusion Packs 15 came packaged with 
Horror Ticket and 
Wake Stone L for use in Nightmare Come True, any units pulled did NOT gave bonuses during the event.
