Fusion Packs allow you to select 2 units with the same rarity (4★s, 5★, 6★ or 7★), and fuse them together (using Mobacoins / Fanta Pts) for a chance at a different unit with the same rarity or higher. Fusion Packs 10 was the first time that 7★ Fusions were included.
Fusion Packs 12 introduced one new 9★, Shizuka. Fusing is not a guarantee and only grants a chance at receiving the unit. Each subsequent Fusion Pack may also include the chance to Fuse units released in previous Fusion Packs.
Although Fusion Packs 12 came packaged with 
Broken Branches for use in Secrets of the Swamp, any units pulled did NOT gave bonuses during the event.
