Fusion Packs allow you to select 2 units with the same rarity (4★s, 5★, 6★ or 7★), and fuse them together (using Mobacoins / Fanta Pts) for a chance at a different unit with the same rarity or higher. Fusion Packs 10 was the first time that 7★ Fusions were included.
No new 8★ were introducedin the Fusion Packs 11. Fusing is not a guarantee and only grants a chance at receiving the unit. Each subsequent Fusion Pack may also include the chance to Fuse units released in previous Fusion Packs.
Although Fusion Packs 11 came packaged with 
Vile Tonics for use in Floes of Rime, any units pulled did NOT gave bonuses during the event.
