Fusion Packs 18 allow you to select 2 units with the same rarity (4★ through 7★), and fuse them together (using Mobacoins / Fanta Pts) for a chance at a different unit with the same rarity or higher.
Fusing is not a guarantee and only grants a chance at receiving the unit. Each subsequent Fusion Pack may also include the chance to Fuse units released in previous Fusion Packs.
Although Fusion Packs 18 came packaged with 
Killer Tonics, for use in The Fantasica Chronicles 31, units pulled did NOT gave bonuses during the event.
